I see the OP's point as to having skills with boni that can not be attained by that class alone, but to that i say what many others have already voiced, Team game, Team synergies, secondary professions, build synergy.

I'm 99% certain that post was sarcasm, and was intended to illustrate all the points you mentioned, like team play, secondary, team build, etc.
/signed for chopping off heads with Decapitate, btw. If ANet doesn't add the animation now, heads will roll.

Those conditional skills are fine too: For example, like when the condition is applied if the enemy blocks the attack.

Well I've only got a few things to say
1. PvP: RA is random for a reason, TA you have 3 other members who can make cracked armor, GvG;HA you have 7 other people to do the job.
2. PvE out of all three games your normal party size is 8 so again 7 other people you can crack armor, otherwise 5 or 3 to do the job.
You've got a party for a reason
[Lightning Orb] -Ele
[Shell Shock] -Ele
[Shrinking Armor] -Mes
[Sundering Weapon] -Rit
[Weaken Armor] -Nec
[Well of Ruin] -Nec
PvE only skills
["Finish Him!"]
[Alkar's Alchemical Acid]
[Low Blow]
If your that worried about it throw one of those skills on a party member or even better, add ["Finish Him!"] to your warriors bar and can only do good, Ranged KD, DW, CA and at R10 80 free dmg. What warrior in PvE would run with out it.

it kinda depends on one's perspective:
For those who purely solely only use warrior skills, inflcting cracked armor will be a problem in PvP (but not in PvE as many have good suggestions here). Other than that, since most warrior builds often involve with using skills from other professions, inflicting cracked armor wouldn't be a problem.

The warrior skills that involve cracked armor are amazing already. Making warriors able to apply cracked armor freely would be a horrible mistake.
